Message to students approved for fall on-campus enrollment

Dear Students,

We're almost there. Starting tomorrow and based on your original arrival date, we'll be notifying you daily when you are able to come out of quarantine. Until all are out of quarantine on Friday, facilities will remain closed and there should be no gatherings, anywhere, involving anyone still in quarantine. Please respect and support students who are still in quarantine through the remainder of the week.

We have important updates for you. Please read all the way through. We know it's a lot, but we want you to be fully informed. You are all responsible for following these policies and guidelines for use of the campus. We will post this at https://student-affairs.dartmouth.edu/resources/2020-2021-planning-information, under "post-quarantine information" for ease of reference.

Although you'll be free from quarantine by the end of this week, we are still not functioning as we normally would. The risk of transmission and outbreaks remains. We all need to be vigilant. Thank you in advance for your help.

PHASED END OF ARRIVAL QUARANTINE

Subject to compliance with all health, event, facility, and related College policies, and subject to Town of Hanover and other local regulations, you may move freely about the campus and the Upper Valley once you receive your official notification this week.

Keep in mind that you MUST:

  • continue to wear face coverings and maintain 6' physical distancing (in all directions) at all times;
  • complete the daily TSA first thing in the morning to be eligible for facilities access;
  • comply with all health, event, gathering, facility and related College health policies;
  • comply with all Town of Hanover regulations for use of town walkways, businesses and facilities;
  • as always, comply with the ongoing College Standards of Conduct.

Failure to comply with the terms of the Community Expectations Agreement may lead to swift revocation of the privilege of on-campus enrollment for the remainder of this academic year. Failure to comply with our Standards of Conduct may result in disciplinary action, including suspension and permanent separation.

DINING and FOOD

You will continue to pick up your meals at the meal service locations/tents, following the previous guidelines, through Thursday dinner. On Friday, when all undergraduates living on campus are out of arrival quarantine, 53 Commons, Collis Café and the Collis Market will open. Only those with on-campus room assignments (i.e. in residence halls, College and privately-owned Greek facilities), are eligible for meal service. Novack will open on Saturday, September 26th when the library opens to undergraduates.

Overall capacity has been significantly reduced and seating in 53 Commons has been adjusted to support physical distancing. There may be significant wait times during what would normally be peak meal hours. You should be prepared to primarily use to-go in all DDS locations.

You may use a new Open Table app to reserve a table on the second floor of 53 Commons for use up to 30 minutes. You may also order ahead for food pick-up utilizing the GET app at Collis and Novack for your convenience. Due to physical distancing requirements and the configuration of spaces, there will be very limited seating in all DDS dining rooms.

You may eat in 53 Commons, in campus tents not in use for events following posted tent guidelines, outdoors in the open air, or in your residence hall room. Please keep your disinfectant bottles with you, and wipe every surface you touch before and after use. Food may not be consumed in meeting and gathering spaces that might have included food offerings prior to the pandemic (e.g., residence hall lounges, the Collis TV Lounge, study rooms, various locations in the library, and classrooms). Because consuming food requires face covering removal, food consumption in these other locations is not allowed.

GATHERINGS

Gatherings should be held outside and/or online as much as possible. Activities where a physical distance of 6' between individuals cannot be maintained are not allowed. In some instances, such as use of athletic facilities and performance rehearsal activities, the physical distancing requirement increases to at least 10'.

If approved for fall on-campus enrollment and officially released from quarantine, you MAY:

  • Participate in informal, unscheduled, unsponsored gatherings of no more than 9 individuals, or the posted capacity of the space in which the gathering occurs, whichever is lower. All participants must maintain 6' physical distancing, wear face coverings, follow handwashing and hygiene policies, and comply with facility and event use guidelines. No furniture may be moved, all designated paths of travel must be followed, and all participants must sign in for contact tracing purposes. Before and after use, all surfaces must be wiped down with disinfectant by those who used the room.
  • You may also participate in organized gatherings/events of no more than 25 – or the capacity requirement for the space in which the gathering will occur, whichever is lower – which are scheduled and approved by Dartmouth. Use of indoor and tent spaces will require advanced scheduling, with start and end times staggered to avoid people congregating in groups and to allow time between gatherings for cleaning and air exchange. Scheduling details will be provided by the location scheduler and the sponsoring department. All participants must sign in for contact tracing purposes.
  • You may host organized and scheduled gatherings following the 20/21 Student Activities and Events policy, posted at: https://students.dartmouth.edu/student-life/student-organizations/student-eventsactivities-policy/student-event-and-activities-guidelines-2020
  • Starting Friday the 25th, you may make individual use of seating in outdoor tents, following posted access, capacity, sign-in, hours of operation and use guidelines. Campus tents will be available for unscheduled use from 9 am - 2 pm daily and again from 10 pm to midnight.
  • You may visit Upper Valley towns within the scope of the undergraduate travel policy, which includes Enfield, Hanover, Lebanon, Lyme and West Lebanon in New Hampshire, and Hartford, Norwich, Quechee, White River Junction and Wilder in Vermont. You must follow all town-specific public health and other regulations.

No student should participate in any gathering, enter any facility, or visit an Upper Valley community if experiencing any symptoms of illness. Any student experiencing any symptoms of illness or who has any concern about possible exposure should call the Health Service at 646-9400 to consult confidentially with a clinician.

BUILDING-SPECIFIC INFORMATION (for students approved for fall on-campus enrollment)

Due to physical distancing and other health requirements the capacities of all facilities and the rooms within them have been reduced. Depending on the configuration of the space, occupancy may be 75-90 percent lower than normal. Students approved for on-campus enrollment and who are eligible to enter college facilities must follow all access, path of travel, occupancy, use and other facility-specific requirements.

COLLIS/ROBINSON/HOUSE CENTERS

Collis will open on Friday, September 25th at 7 a.m. Entry will be on access control, through the main entrance by the information desk. Entry through other doors will not be permitted. Collis hours will be 7 am – 10 pm on weekdays, and noon – 10 pm on weekends.

Common Ground, Sarner Underground and Collis meeting rooms will be available by reservation through EMS. Users must follow all posted occupancy signs and room restrictions, and must wipe down tables, chairs and other surfaces before and after use (including door handles, windows, etc).

Robinson Hall will open on Monday, September 28th. Access will be through the back door off Mass Row by 53 Commons, using the back stairwell or the accessible entrance with the elevator. Only one person may use the elevator at a time. Entry through other doors will not be permitted.

Subject to posted occupancy limits and reservation policies, the Onion and the Cube will open as soon as possible next week. Access will be on access control through the main entrance (from the Mass Row parking lot for the Cube, and facing Crosby Street for the Onion). Entry through other doors will not be permitted. LIBRARY

The Baker-Berry Library will open to undergraduates approved for fall on-campus enrollment on September 26. Opening hours will be 10am-8pm Monday to Friday, and 10am-6pm on weekends. You will need your Dartmouth ID to access through the Novack Café area. Please note that entrance is through the Novak Café area only and exit through the Baker Library only. Students will need to use the new reservation system to book three-hour blocks for study or 30-minute slots to access the collections and pick up books. GYM

The gym will open to undergraduates as early as possible next week. Access will be on access control at the main entrance, and will be limited, without exception, to students approved for fall on-campus enrollment. All uses will be pre-scheduled, supervised by DCAD staff, and subject to the directives of DCAD staff. Physical distancing of a minimum of 10' will be required when engaging in physical activity.

Information about limited access to other facilities will be shared when it becomes available.
